Govt Removes Quality Control Mandate for Viscose Staple Fibre to Boost Textile Sector
The government has removed the Quality Control Order (QCO) requirement for Viscose Staple Fibre (VSF) with immediate effect, a move aimed at easing raw material access and supporting growth in the textile sector. The decision was taken after consultations with the Bureau of Indian Standards (BIS) and industry stakeholders, the Ministry of Textiles said. This comes just days after the government rescinded similar QCO mandates for polyester yarn and fibres, signalling a broader effort to reduce regulatory burdens.
According to the ministry, removing the QCO addresses long-standing industry concerns related to supply shortages, higher input costs, and compliance challenges. The withdrawal is expected to improve ease of doing business for textile manufacturers, exporters, and MSMEs. It also aligns with India’s Vision 2030, which targets expanding the textiles and apparel market to $350 billion, boosting domestic consumption, and achieving $100 billion in exports. The ministry said seamless access to VSF will help strengthen global competitiveness and accelerate industry-driven growth.
In parallel, the government has approved 17 new applicants in the third round of the Production Linked Incentive (PLI) scheme for textiles, with committed investments of ₹2,374 crore. These projects are projected to generate sales of over ₹12,893 crore and create approximately 22,646 jobs. Since its launch in 2021 with an outlay of ₹10,683 crore, the PLI scheme has approved 74 applications across earlier rounds. The ministry recently amended the scheme to boost participation and has reopened the portal for fresh applications until December 31, 2025, with the final list of approved companies expected in January.
