India Recommends Provisional Anti-Dumping Duty on Low-Ash Metallurgical Coke

India’s trade authority has recommended the imposition of a provisional anti-dumping duty on low-ash metallurgical coke, a key fuel used in steelmaking. The recommendation, disclosed in an official notification dated November 14, aims to protect domestic producers from unfairly priced imports. The development was first reported by Reuters on Friday.

According to the notification issued by the Directorate General of Trade Remedies (DGTR), which operates under the Union Ministry of Commerce and Industry, the proposed duty will be calculated based on the lower of the dumping margin and the injury margin. This mechanism is intended to offset the harm caused to local industry by cheaper imported material and restore fair competition in the market.

The DGTR’s findings cover low-ash metallurgical coke originating from six major exporting countries: Australia, China, Japan, Russia, Indonesia, and Colombia. The recommendation marks a significant step in India’s ongoing efforts to curb trade distortions in essential industrial inputs, particularly in the steel sector, which relies heavily on metallurgical coke for production.
