Cities Near Mumbai Plan First-Ever Bond Issues To Raise Funds
Cities near Mumbai, including Navi Mumbai and Panvel, are preparing to raise funds through municipal bonds for the first time, signaling growing momentum in India’s local debt market. Both cities have begun the process by securing credit ratings, with Navi Mumbai expected to target around 10 billion rupees, while Panvel plans a smaller, yet-to-be-finalized issuance.
Municipal bonds, widely used globally, are gaining traction in India as a tool to finance urban infrastructure such as roads, water supply, and sanitation. Over the past nine years, more than 20 Indian cities have collectively raised over 45 billion rupees through such instruments. Despite this, Mumbai itself—India’s richest civic body—has yet to tap the bond market.
Policy support and investor interest are helping drive this shift. Finance Minister Nirmala Sitharaman has announced incentives for large municipal bond issuances, including subsidies and interest benefits. Meanwhile, the International Finance Corporation is in discussions to invest in these bonds and may act as an anchor investor, potentially boosting participation and funding access for urban local bodies.
