Centre Notifies India’s First Dedicated Standard for Bomb Disposal Systems

The central government has notified a new Indian Standard, IS 19445:2025, to establish a uniform framework for evaluating the performance and safety of bomb disposal systems. The standard has been introduced to strengthen India’s internal security preparedness amid growing threats from improvised explosive devices (IEDs) and unexploded munitions across conflict zones, public spaces and critical infrastructure.

The development of IS 19445:2025 was initiated following inputs from the Ministry of Home Affairs and DRDO’s Terminal Ballistic Research Laboratory (TBRL), highlighting the operational challenges faced by security forces and civilian agencies. Until now, India lacked a dedicated national benchmark to objectively test equipment such as bomb blankets, bomb baskets and bomb inhibitors, while existing international standards were either restricted or unsuitable for Indian threat profiles and operating conditions.

The new standard lays down detailed criteria for performance evaluation, focusing on blast loads and splinter effects, along with specifications for test equipment, range conditions and acceptance benchmarks. Designed as a reference for manufacturers, procurement agencies and testing bodies, IS 19445:2025 aims to improve operator safety, ensure equipment reliability and bring uniformity to testing and certification practices across the country.
