Indians trapped in a war-torn country Ukrainians who want to return home with their pet dog or cat will have an easier time doing so now. The Ministry of Fisheries, Animal Husbandry, and Dairy has issued an office memorandum to make pet and owner rescue easier as a one-time relaxation. This comes after a few students who were stranded in various parts of Ukraine stated that they did not want to leave their pets behind when they were rescued.

“Considering unique and extraordinary situations in war-torn Ukraine where pre-export requisite formalities to export pets into India may not be fulfilled,” the office memorandum (OM) stated. “The import of pet dogs and / or pet cats, along with stranded Indians being rescued by the Government of India, is being facilitated as a one-time relaxation measure.”

The relaxed pre-import conditions include a declaration from the owner stating that the pet has lived with them for at least one month. According to the OM, “an updated pet vaccination certificate/pet book/pet passport indicating the history of the vaccination” will be required, and requisite vaccinations that are due / delayed by no more than 15 days will also be considered.
If the vaccination card is not available, the pet must be quarantined for 30 days at Animal Quarantine and Certification Services or at a location designated by State Veterinary Authorities.

According to officials, a pet owner must currently show proof of continuous residence in the specific country for two years, as well as a detailed pet vaccination record with all vaccinations up to date. A pet owner must also complete and submit a number of undertakings, affidavits, and forms.
