OpenAI & TCS in Talks to Build India’s AI Infrastructure

OpenAI is reportedly in advanced discussions with Tata Consultancy Services (TCS) to build AI compute infrastructure in India and co-develop agentic AI solutions using frontier GPT models. The partnership is expected to launch the “Stargate India” initiative, boosting TCS’s ambitions of becoming the world’s largest AI-led services provider. India currently holds the second-largest ChatGPT user base after the US.

The collaboration will focus on developing enterprise-grade AI systems for industries such as BFSI, retail, consumer goods, and manufacturing. The deal follows TCS and TPG’s joint investment of up to ₹18,000 crore in HyperVault to develop gigawatt-scale AI-ready data centres, where OpenAI is set to be the first anchor tenant. These centres will support corporate clients, hyperscalers, and government entities.

Amid growing regulatory pressure on data localisation, OpenAI has introduced local data residency in countries including India, Japan, Singapore, and South Korea. The TCS senior leadership is currently in the US to finalise the agreement, with an official announcement expected by year-end. While no equity infusion from OpenAI into HyperVault is planned, the partnership aims to strengthen TCS’s AI-driven service model, workforce upskilling, and next-generation delivery systems.
