Mumbai Civic Body Plans ₹95 Billion Bond Sale
The Brihanmumbai Municipal Corporation (BMC) is planning its first-ever bond sale in early 2027, with the initial issue expected by March, according to two sources familiar with the matter. The civic body plans to raise around ₹95 billion ($992 million) through one or more tranches, which would be the largest municipal bond issue by an Indian local government.
The planned sale comes as India encourages cities to use municipal bonds to fund infrastructure projects such as transport and sanitation, reducing reliance on bank loans. Regulators have also pushed local bodies to provide more regular financial disclosures, while government incentives have helped support the market.
Municipal bond issuance reached a record ₹17.5 billion in the previous financial year, although only ₹2 billion has been raised so far this fiscal year. Several municipal bodies in Maharashtra are preparing bond issues, while NaBFID expects overall municipal bond supply could exceed ₹50 billion this year and potentially reach ₹100 billion if larger issues go ahead.
