India Orders Crackdown on Nicotine Pouches Over Health Risks

India’s health ministry has directed states to take enforcement action against the sale of nicotine pouches, citing public health concerns and their growing availability through online and offline channels. A September 19 letter reviewed by Reuters said nicotine exposure among children was a particular concern.

Nicotine pouches, which contain nicotine but no tobacco, remain illegal and unapproved in India, according to the report. A government study in June described them as a largely unregulated public health concern, while officials said products from brands such as Zyn and White Fox are often sold illegally or smuggled into the country.

The government’s federal drug panel has also recommended that no new nicotine pouch formulations be approved, citing their addictive nature and health risks. The move follows increased scrutiny of nicotine pouch sales, including a dispute involving duty-free shops at Mumbai international airport.
