Delhi to Continue ‘No PUC, No Fuel’ Rule Beyond GRAP-IV Amid Severe Pollution

Delhi Environment Minister Manjinder Singh Sirsa on Monday said the city government will continue enforcing the ‘No PUC, No Fuel’ policy for vehicles even after GRAP-IV restrictions are lifted. Addressing a press conference, Sirsa said strict anti-pollution measures will remain in force, and vehicles without a valid Pollution Under Control (PUC) certificate will not be allowed to operate in the national capital. He also announced a proposed ₹100 crore allocation for the rejuvenation of water bodies across Delhi.

Sirsa said inspections had revealed serious lapses at several PUC centres, with some found non-functional and 12 centres operating with defective equipment. These centres have been suspended and served notices, with the minister warning of strict action against any violations. To strengthen enforcement, the government has approved four new vehicle emission testing centres and cleared additional facilities for commercial vehicle testing.

Delhi’s air quality remained in the ‘severe’ category, with the 24-hour average AQI at 415 on Tuesday morning. Anand Vihar recorded the worst air quality at 468, followed by several other hotspots across the city. Poor visibility due to smog disrupted air travel, leading to multiple flight cancellations and delays, while political leaders and public figures urged collective action to address the worsening pollution crisis.
