TRAI Seeks Stakeholder Feedback on Satellite Telecom Interconnection Framework

The Telecom Regulatory Authority of India (TRAI) has invited feedback from stakeholders on developing an interconnection framework for satellite-based telecommunications networks. With satellite broadband services, including ventures by OneWeb, Starlink, and Bharti-backed projects, set to launch in India, TRAI is evaluating how these networks should interconnect with existing terrestrial telecom networks to ensure seamless communication. The consultation paper highlights the importance of satellite technologies in providing coverage to remote and underserved regions.

The regulator is considering whether a separate framework is needed for Mobile Satellite Services (MSS) and Fixed Satellite Services (FSS), or if existing interconnection rules can suffice. Stakeholders have been asked to provide input on technical requirements such as Points of Interconnect (POIs), integration with Public Land Mobile Networks (PLMN) and Public Switched Telephone Networks (PSTN), and interoperability of voice and SMS traffic across mobile and landline networks.

TRAI is also seeking views on updating charges related to SMS termination, Intelligent Network services, international call termination, and transit charges under BSNL’s regulations. Additionally, the consultation addresses safeguarding financial interests of telecom operators through potential bank guarantees and handling issues like telemarketing and robocalls within the interconnection framework.
