The Prime Minister’s “Make in India” call – V.P.NandaKumar

To make India a Global manufacturing hub and encourage foreign participation in Make in India programme, the government has committed to resolve all procedural and operational issues.  The government will focus on creating an efficient administrative machinery to cut down delays in the approval process and in meeting regulatory norms. Over the last year or so, the government has achieved a measure of success in this regard as reflected in India’s ranking in the ease of doing business index. India is now at the 135th position in the table, up by 12 places.

However, there is still a long way to go to enter the top 50 club. The government has to bring in more transparency in its decision making and policy formulation, and simplify norms and procedures. The government has also to simplify regulatory and environment norms. Environment Minister, Shri Prakash Javadekar says, “We have made processes transparent. We have started taking decisions. The ministry, which was seen as a speed-breaker and a tax ministry, we have converted into a facilitating and a very transparent ministry where we are accountable for all our actions.”

Some of the other key operational issues being addressed by the government include the uncertainty over tax laws. The government has committed to bring transparency and simplicity in the tax law which would help investors.

Greater thrust is being given to education and skill development through Industrial Training Institutes (ITI). Development of human capital and skilled labour has been given special emphasis to make India global manufacturing hub. A National Skill Development Agency (NSDA) has been set up to create a labour market information system which would help sourcing skilled human capital.
