India Implements Four New Labour Codes to Modernise Workforce Regulations

India on Friday rolled out four major labour codes aimed at modernising and simplifying decades-old labour regulations to boost investment and strengthen worker welfare. The Ministry of Labour said the new framework ensures better wages, enhanced safety standards, wider social security coverage, and improved welfare measures for the country’s workforce. For the first time, gig and platform workers have been formally recognised under labour guidelines, granting them access to social protections previously unavailable.

The reforms consolidate 29 existing labour laws into four comprehensive codes covering wages (2019), industrial relations (2020), social security (2020), and occupational safety and working conditions (2020). Key provisions include mandatory appointment letters for all employees, minimum wages across sectors, free annual health check-ups for workers over 40, and the option for women to work night shifts in all sectors. Although some experts argue that exemptions for smaller firms may weaken protections, the government maintains that the streamlined system puts workers—especially women, youth, migrants, and those in the unorganised sector—at the centre of labour governance.

Despite earlier political resistance delaying nationwide implementation, the federal codes will now override state labour laws where applicable. Labour Minister Mansukh Mandaviya said the reforms mark a significant step toward building a self-reliant and developed India by 2047, positioning the new labour framework as a cornerstone of economic liberalisation and improved investment conditions.
