EU Proposal Could Bar India From Importing EU Metal Scrap
The European Commission has proposed new rules that would prevent India from importing metal waste, including aluminium scrap, from the European Union from May 2027. The proposal includes a list of exemptions for non-OECD countries and is open for public consultation until October 16.
The move follows the EU’s decision earlier this month to drop a proposed 15% export duty on aluminium scrap after pressure from India, one of the biggest buyers of the material. The Commission said waste shipment rules could achieve the same objective as the proposed trade measure.
Under the new Waste Shipment Regulation, non-OECD countries seeking exemptions must show that imported waste will be treated in an environmentally sound manner. Metal waste faces additional scrutiny because of the potential presence of persistent and toxic heavy metals. The exemptions will be reviewed regularly, with countries able to reapply.
